The Government's goal is to conduct a manpower analysis of the IMCOM G9 ACS programs that is US Army Manpower Analysis Agency (USAMAA) compliant with a final delivery of a manpower analysis report and a Manpower Requirements Determination Model (MRDM).Duties:

• Conduct the full spectrum of tasks associated with manpower analysis for IMCOM G9 ACS including: Review the previous manpower analysis, models and current TDA manning documents; conduct a functional and process analysis to provide a workload analysis at approximately 60 ACS locations either in person or virtually; provide recommended changes to current manpower process maps and MRDM based on the analysis performed; provide recommended changes to the current TDA manning levels based on the analysis performed.
• Perform services under this TO remotely except for the required site visits (minimum 10: 6 CONUS, 4 OCONUS).
• Virtually interview/survey all remaining ACS locations within CONUS and OCONUS to conduct workload and manpower analysis data collection.
• Conduct an Interim Progress Review (IPR) twice monthly or as needed via MS Teams.
• Develop formal written documentation of findings, recommendations, and issues that are USAMAA compliant (IAW DA PAM 71-32). Conduct an analysis of ACS current workload requirements from all sources, including Public Law, DoD Regulations, Army Regulations, Status of Forces Agreements, etc.
• Conduct an analysis of any needed requirements and/or process updates needed due to the increase in statutory requirements. Validate IMCOM G9 ACS program process maps and the current IMCOM MRDM to ensure they are representative of current mandated requirements.
• Coordinate with IMCOM G9 ACS to correct and/or update invalid maps or models.Qualifications:
• Masters Degree
• Clearance level to be determined
• Experienced in manpower studies, workforce analytics, organizational assessments and process documentation.
• Familiarity with US Army Manpower Analysis Agency (USAMAA) compliance and Manpower Requirements Determination Model (MRDM).
• Familiarity with The Manpower Model Five Phased Process: Planning, Front End Analysis, Data Collection, Analysis/Validation, Product Development/Recommendations, Validate and Approve
• Project management experience in Army/DOD settingRequirements:
• Ability to travel to CONUS/OCONUS client sites for multi-day trips.
• Expertise in technology platforms relevant to Manpower analysis, e.g. databases, analytical tools. Project management experience.Location:This opportunity is remote; however, 10 trips minimum are required to Army sites CONUS (6) and OCONUS (4).Benefits:
