SummaryThis position is responsible for supervising a technology
development area and team comprised of multiple roles and
responsibilities. Areas of oversight may include application and
software development, web development, reporting and technical
support, application implementation and integration, and building
and maintaining data interfaces with multiple business partners and
the CareOregon data warehouse(s). The team is responsible for the
design, development, and maintenance of customized business
application software. This position will lead in the analysis of
business and health information software requirements and is
responsible for identifying, estimating, tracking, and reporting on
projects and service requests assigned to the team.Resource
Supervision
- Participate in long-term systems architecture planning.
- Supervise the operations and performance of all areas of
responsibility to ensure organizational effectiveness.
- Incorporate best practices for the business unit.
- Create consistency in IS development processes.Development and
Maintenance
- Design solutions based on requirements gathered from customers
and key stakeholders.
- Supervise development of solutions variety of software
development tools including various Microsoft Azure services,
Snowflake, TSQL, SQL Server Integration Services, and others.
- Maintain and enhance existing systems; discontinue systems no
longer cost effective.
- Ensure technical documentation is established for all
systems.Project Management and Participation
- Plan, organize, manage, and monitor work projects.
- Act as project manager when needed.
- Perform business needs analysis and develop functional
requirements for software as needed.Compliance
- Ensure compliance with internal auditing, HIPAA, and other
federal regulations.
- Ensure project deliverables are met according to quality
control schedules and standards.Relationship Management
- Perform as liaison between the IS Development teams and the
business departments, as well as other IS groups.
- Establish and maintain cooperative and productive working
relationships with internal and external customers.
- Work collaboratively to resolve complex system and/or claims
problems and assist internal and external user departments as
required.Employee Supervision
- Supervise team and recommend team direction and goals in
alignment with the organizational mission, vision, and values.
- Identify work and staffing needs to meet work expectations;
recruit and hire, using an equity, diversity, and inclusion
lens.
- Plan, organize, schedule, and monitor work; ensure employees
have information and resources to meet job expectations.
- Lead the development, communication, and oversight of team and
individual goals; ensure goals, expectations, and standards are
clearly understood by staff.
- Train, supervise, motivate, and coach employees; provide
support toward employee development.
- Incorporate guidance from CareOregon equity tools into people
leadership, planning, operations, evaluation, and decision
making.
- Ensure team adheres to department and organizational standards,
policies, and procedures.
- Evaluate employee performance and provide regular feedback to
support success; recognize strong performance and address
performance gaps and accountability (corrective action).
- Perform supervisory tasks in collaboration with Human Resources

EducationRequired
- Minimum 2 years' experience required in systems development and
analysisPreferred
- Minimum 1 year experience in a supervisory, lead position or
completion of CareOregon's Aspiring Leaders Program; lead roles
should include regular assistance to a manager or supervisor in
staff hiring, coaching, performance evaluation, and other
supervisory tasks
- Experience leading developers that perform Database Dev in
SQL.
