Job Description:

Duties * Delegated responsibility for carrying out all phases of resource management programs (financial, manpower, and force management). * Provides technical expertise in interpreting directives, planning, implementing, and directing the program/budget, management accounting, management analysis, support agreement, competitive sourcing and TDA management. * Serves as the Assistant Deputy Chief of Staff, G-8 (Resource Management), Headquarters, U.S. Army Training and Doctrine Command (TRADOC). * Plans, develops, monitors, and coordinates the execution and implementation of the total resource management program. * Represents HQ TRADOC in planning, proposing, defending, and coordinating financial and management control systems and procedures to achieve optimum use of resources. * Analyzes financial data and provides advice and guidance on the economics of plans and programs and utilization of financial, personnel and material resources. * Serves as Department of the Army Portfolio Manager for Education and Training Knowledge Based Services. * Supports Command career program manager for Comptroller Career Program. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Top Secret security clearance. * This position may require temporary duty (TDY) for business for up to 10% of the time. * Must file financial statement. * This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. * This position requires Financial Management Level 3 Certification. Specialized Experience: One year of specialized experience which includes (1) Experience providing administration and oversight to resource management programs such as budget, manpower and force management, and/or management accounting; (2) experience providing recommendations and technical advice to leadership on resource management programs for an organization; AND/OR (3) experience providing input to the allocation of resources within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: * Advanced Financial Management
